Implementation Plans

The District's Implementation Program includes a capital improvement plan (CIP). A CIP is a multi-year capital expenditure plan that identifies major projects, the potential costs and how they will be financed.  The District evaluates the Implementation Program annually and reports the results of the evaluation in the Annual Report. The Managers also annually review the Implementation Program (and CIP) funding priorities when setting the annual budget and tax levy, making final decisions on project funding based on current conditions. Each year during the budgeting process, Managers determine what unexpended funds will roll over and accumulate for a particular project or be reallocated. The District prioritizes expenditures based on available funds and it’s “Focused Watershed Management Strategy” pertaining to the individual proposed projects.
